move licence to another uiser in another domain

HI ,

Apologies if this is not the correct place to ask,  but I'm  stuck in a intel support web site loop and can't raise a ticket !!!  raising a ticket takes me to https://www.intel.com/content/www/us/en/support.html?random=787618250 Arrrrghhh !!!!

Just need to transfer some our C++ Compiler licences to another user on a different domain and to do that I believe I need someone from intel to authorize this ???
