License Error #10052

I am trying to use the C Compiler (icc) on an offline linux machine but whenever I invoke the compiler I get error #10052.

I looked at the variable INTEL_LICENSE_FILE and it is looking at the right place but somehow it is still throwing the same error.

Is there a way to fix this?
