static keyword ignored

I am using Intel C++ Composer XE 2013 SP1 Update 1 with Microsoft Visual Studio 2010. My solution holds different functions which are declared as static. But they are globally visible - I can call them from everywhere. My solution is plain C code. 

Any ideas
